India generates over 1.3 million tonnes of used lubricating oil annually. Less than 15% is formally recycled. The rest contaminates soil, poisons water bodies, and releases carcinogenic emissions — while the country imports 60–80% of its base oil requirement from abroad. EEPL exists to reverse this. Every litre of used oil we re-refine is a litre of crude oil India does not need to import.

Who Must Comply
Producers & Importers
Every company that manufactures, sells, or imports base oil or lubricating oil in India is classified as a Producer under the EPR rules. This includes lubricant blenders, oil marketers, and base oil traders — regardless of scale. Compliance is not optional.
What Is Required
Phased Recycling Targets
Producers must recycle a mandated percentage of the used oil equivalent to what they introduce into the market — starting at 5% in FY2025 and scaling up to 30% by FY2030–31. Non-compliance attracts environmental compensation penalties levied by CPCB.
How to Comply
EPR Certificates via EEPL
Producers fulfill their EPR targets by purchasing EPR Certificates from registered re-refiners like EEPL. Each certificate represents a verified quantity of used oil that has been re-refined in our zero-discharge facility — proof of compliance submittable directly to CPCB.
